Vietnamese police officers attend training course on UNCAT in Netherlands

PSNews – The opening ceremony of a training course for Vietnamese officials regarding the implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (commonly known as the United Nations Convention against Torture (UNCAT)) held on October 1, at the Clingendael Diplomatic Academy of the Netherlands, according to Vietnamese Embassy in the Netherlands.

Present at the opening ceremony were Vietnamese Ambassador to the Netherlands Ngo Thi Hoa; Arjen van den Berg, Deputy Head of the Department of Asia under the Ministry of Foreign Affairs of the Netherlands and Wilbur Perlot, Deputy Director of the Clingendael Diplomatic Academy of the Netherlands.

Lieutenant General Nguyen Ngoc Anh, Director of the Judicial and Administrative Reforms Department led a delegation of Ministry of Public Security of Vietnam to attend the course.

Accordingly, this training course is part of phase 2, following the three previous ones for key officials of the Ministry of Public Security of Vietnam and relevant Ministries, funded by the Ministry of Foreign Affairs of the Netherlands and the Clingendael Diplomatic Academy of the Netherlands, with the aim of improving capacity of Vietnamese officials in this field.

Speaking at the opening ceremony, Ambassador Ngo Thi Hoa highly appreciated the results of the first phase of the training programme, saying that it has contributed to training hundreds of key Vietnamese Officials in implementing UNCAT.

Ambassador Hoa also thanked the Ministry of Foreign Affairs of the Netherlands and the Clingendael Diplomatic Academy of the Netherlands for supporting the Vietnamese side over the past while believing that Phase 2 will see fruitful results, in the context of Vietnam actively implementing its membership commitments after its approval of UNCAT in 2014.

On behalf of the Mission of Ministry of Public Security, Lieutenant General Nguyen Ngoc Anh emphasized that the training programme at Clingendael Diplomatic Academy have helped improve the capacity of key Vietnamese officials, and that through training courses held in Vietnam, the Dutch experience in implementing UNCAT as well as contents of UN conventions on human rights protection in general and UNCAT in particular have been disseminated to Vietnamese officials from the Central level to local.

Lieutenant General Nguyen Ngoc Anh reiterated that Viet Nam is always clearly aware of the values ​​of human rights and strives to fully exercise and ensure human rights as well as actively cooperates with international organizations to ensure human rights in line with international conventions.

At the ceremony, a representative of Clingendael Diplomatic Academy of the Netherlands said that the Netherlands pays special attention to and committed to continuing its cooperation with Vietnam in implementing UNCAT. He also wished to expand cooperation in this field.

According to him, promoting the cooperation between the two countries is the consistent policy of the Netherlands and has been agreed by the Prime Minister of the Netherlands Mark Rutter and Prime Minister of Vietnam Nguyen Xuan Phuc during the visit to the Netherlands of the Vietnamese Prime Minister in July 2017.

The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (commonly known as the United Nations Convention against Torture (UNCAT)) is an international human rights treaty, under the review of the United Nations, that aims to prevent torture and other acts of cruel, inhuman, or degrading treatment or punishment around the world.
