Deputy Minister Le Van Tuyen attends presidential amnesty announcement ceremony at Thu Duc prison

PSNews - Recently, the Thu Duc Prison, under the Police Department of Management of Prisons, Mandatory Correctional Facilities and Reform Schools, solemnly held a ceremony, in Tan Minh, Lam Dong province, to announce the Presidential Amnesty Decision and grant amnesty certificates to eligible individuals.

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, who is Permanent Member of the 2026 Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, attended and delivered a keynote speech at the ceremony.

Based on the recommendations of the Central Advisory Council on Amnesty, State President To Lam signed Decision No. 751/QD-CTN on May 26, 2026, granting amnesty and early release to 9,950 inmates nationwide. Among them, 395 inmates currently serving their sentences at Thu Duc Prison were granted amnesty during this round.

Addressing the ceremony, Deputy Minister Le Van Tuyen warmly congratulated the 395 inmates who benefited from the humanitarian and lenient policies of the Party and the State through the 2026 early release program.

Deputy Minister Le Van Tuyen emphasized that during previous amnesty phases, the vast majority of amnestied individuals were welcomed back and supported by their families, local authorities, and socio-political organizations, enabling them to quickly stabilize their lives and reintegrate into society.

To date, more than 15,000 reintegrated individuals have been granted loans totaling over VND 1.3 trillion (approx. US$ 51 million) to secure employment and build stable livelihoods. Consequently, the recidivism rate among amnestied persons remains remarkably low.

To continue effectively executing the guidelines of the Party and laws of the State regarding inmate education, rehabilitation, and community-based reintegration, Deputy Minister Le Van Tuyen requested the Police Department of Management of Prisons, Mandatory Correctional Facilities and Reform Schools, alongside relevant functional units, to proactively review and advise on improving the governing legal framework. He also called for continued research to propose future amnesty rounds to the President during major national events, thereby opening up a path of honest living for wrongdoers.

For correctional facilities, the Deputy Minister stressed the need to maintain strict, transparent, and lawful practices in inmate management, education, and conduct classification. He urged these units to focus on vocational guidance and training, effectively implementing the Ministry's project on taking over vocational institutions and partnering with businesses to issue professional certifications to inmates, equipping them with a solid foundation before they return to their communities.

Turning his attention to the amnestied individuals, Deputy Minister Le Van Tuyen affirmed that this release is a well-deserved reward for their continuous efforts, progress, and self-correction. At the same time, he encouraged inmates who were not granted amnesty in this round not to lose heart. He urged them to continue studying, rehabilitating well, and strictly complying with prison regulations to soon qualify for other leniency measures, such as sentence reductions, conditional early release, or future amnesty selections.
