Vietnam’s Ministry of Public Security and JICA advance practical cooperation projects

PSNews - Cooperation between Vietnam’s Ministry of Public Security (MPS) and the Japan International Cooperation Agency (JICA) is set to deepen through a range of practical projects, spanning patrol vessels, fire prevention and rescue capabilities, cybersecurity and digital transformation in traffic safety training.

At a meeting in Hanoi on May 25, Senior Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, received JICA Senior Vice President Hayakawa Yuho.

The meeting took place as the Vietnam–Japan Comprehensive Strategic Partnership continues to expand, with numerous positive and substantive results of security, public order and law enforcement cooperation.

Deputy Minister Le Van Tuyen highly appreciated JICA’s support for the MPS through development assistance projects and training programs. Over the years, JICA-backed initiatives have helped strengthen the operational capacity of Vietnam’s public security forces, including the construction of patrol vessels, enhancement of firefighting and rescue capabilities, and training in cybersecurity and digital transformation for traffic safety management.

The two sides discussed several priority projects for the coming period. Regarding the project to enhance public security capacity for the Waterway Police Force, the MPS called on JICA to continue close coordination and support efforts to expedite approval and signing procedures for the Exchange of Notes on Grant Aid, which would provide the crucial legal basis for the two sides to implement cooperation projects in a more effective and efficient way.

In the field of cybersecurity, Deputy Minister Le Van Tuyen noted that the first two phases of the cooperation project had been successfully completed, including six training courses for 60 officers. Based on these results, the MPS hopes that JICA will soon approve the third phase of the project to further strengthen capacity of the local police in addressing increasingly complex non-traditional security challenges.

The ministry also proposes accelerating a digital transformation project aimed at modernizing training in road traffic order and safety, contributing to improved human resource development and more effective traffic management.

Deputy Minister Le Van Tuyen reaffirmed that the Vietnamese Government highly values Japan’s Official Development Assistance (ODA), not only for socio-economic development but also for strengthening security and public order. He expressed hope that cooperation between the MPS and JICA would continue to deepen in areas of practical demand and long-term effectiveness.

For his part, JICA Senior Vice President Hayakawa Yuho highlighted the strong momentum of Vietnam–Japan relations across multiple sectors, and affirmed JICA’s commitment to working closely with the Ministry of Public Security and relevant Vietnamese agencies to ensure the successful implementation of cooperation projects, thereby contributing to stronger bilateral ties and closer cooperation between the MPS and relevant Japanese agencies.
