Vietnam, Belarus strengthen cooperation in forensic examination

At the invitation of the State Forensic Examination Committee of the Republic of Belarus, a high-ranking delegation of the Ministry of Public Security of Vietnam led by Member of the Party Central Committee and Deputy Minister of Public Security of Vietnam Senior Lieutenant General Tran Quoc To paid a visit to the Republic of Belarus from April 25-28, 2023.

In the framework of the visit, Deputy Minister Tran Quoc To had talks with Chairman of the State Forensic Examination Committee of Belarus Alexei Volkov, Chairman of the State Security Committee of Belarus Ivan Tertek and Minister of Emergency Situations of Belarus Vadim Sinyavsky. 

Deputy Minister Tran Quoc To also attended and delivered a speech at the 3rd International Scientific and Practical Conference entitled “Forensic Science: Theory and Practice in Modern Times”. 

He also attended the 10th anniversary of the foundation of the Belarusian State Forensic Examination Committee.

At the talks, Deputy Minister Tran Quoc To affirmed that Vietnam highly valued the traditional relationship and cooperation with the Republic of Belarus. He underlined that the relations and cooperation between the two countries had developed comprehensively in several fields including politics, economy, culture, security and defense in the past time, greatly contributing to the development of the two countries. 

He also expressed belief that the relations and cooperation between the two sides would develop in a practical, sustainable and reliable way in the coming time.

Deputy Minister Tran Quoc To affirmed that the Ministry of Public Security of Vietnam considers the State Forensic Examination Committee, the State Security Committee and the Ministry of Emergency Situations of Belarus traditional and reliable partners, playing an important role in the bilateral cooperation between the two countries.

* At the meeting with the Belarusian State Forensic Examination Committee, Deputy Minister Tran Quoc To expressed delight at the good results of the the implementation of signed cooperation documents between the Ministry of Public Security of Viet Nam and the Belarusian agency, including exchange of high-ranking delegation as well as joint organization of training courses and seminars on forensic examination.

At the meeting, the two sides agreed to continue to effectively implement the Agreement on Forensic Cooperation between the Ministry of Public Security of the Socialist Republic of Vietnam and the  State Forensic Examination Committee of the Republic of Belarus, contributing to strengthening the cooperation between the two agencies.

In addition, a Memorandum of Understanding on Exchange of Delegations  between the Ministry of Public Security of Vietnam and the State Forensic Examination Committee of Belarus was also signed at the meeting.

* At the talk with the Chairman of the State Security Committee of Belarus, Deputy Minister Tran Quoc To highly appreciated the good results of cooperation activities  between the Vietnamese Ministry of Public Security and the Belarusian State Security Committee.

To further promote the cooperation between the two agencies in line with the political relations between the two countries and the potentials of the two agencies, the two sides agreed to devise practical and specific plans and initiatives in the field of safeguarding national security of both countries.

Besides preventing and combating organized crime, high-tech crime, terrorism, crime of new types and non-traditional security threats, cooperation in professional education and training also became a focus of cooperation between the two agencies.

The two sides agreed to study and expand other cooperation fields of mutual interest. 

* At the talk with the Minister of Emergency Situations, Deputy Minister Tran Quoc To underlined that the Ministry of Public Security of Vietnam and the Ministry of Emergency Situations of Belarus had achieved significant results of cooperation in the past time. 

To bing the cooperation between the two ministries to a higher level, the two sides agreed to develop a specific plan to implement the Agreement on Cooperation between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of Emergency Situations of the Republic of Belarus signed on April 19th, 2023.

The two ministries agreed to focus on cooperation in warning, preventing and responding to emergency situations, especially in fire prevention and fight in industrial parks and large production centers.

The two delegations also exchanged experience in building the Center for Early Warning and Natural Disaster.

Within the talks, Deputy Minister Tran Quoc To conveyed regards from Politburo member and Minister of Public Security of Vietnam General To Lam to Mr. Alexei Volkov, Mr. Ivan Tertel and Mr. Vadim Sinyavsky.

Within the visit to Belarus, Deputy Minister Tran Quoc To attended and delivered a speech at the 3rd International Scientific and Practical Conference on “Forensic Science: Theory and Practice in Modern Times”.

Delivering a welcoming speech to international delegates and scientists attending the conference, Deputy Minister Tran Quoc To affirmed that Vietnam considered science and technology, including forensic examination, a key in comprehensively developing the country in all fields.

Deputy Minister Tran Quoc To stated that the Ministry of Public Security of Vietnam wishes to continue to cooperate with other countries in the fields of forensic science, criminal technical examination and forensic examination in a practical and effective manner, and suggested exchanging delegations, sharing information, and co-holding training courses and seminars.

He also suggested establishing a community of member countries of the agreements related to the field of forensic examination, with a view to creating a legal basis for the law enforcement forces of the countries to perform their tasks effectively.

Deputy Minister Tran Quoc To also suggested that functional agencies of each country should grasp, analyze and forecast developments in science and technology in the coming time so as to draft cooperation plans and projects in the field of forensic examination.

* Within the framework of the visit, Deputy Minister Tran Quoc To visited the Embassy of Vietnam in Belarus.

At the meeting, Ambassador Extraordinary and Plenipotentiary of Vietnam to Belarus Nguyen Van Ngu briefed Deputy Minister Tran Quoc To and the visiting delegation on the work results of the Embassy of Vietnam in Belarus in the past time.

Deputy Minister Tran Quoc To informed the staff of Embassy of Vietnam in Belarus of the general situation as well as the results of the Public Security Forces in safeguarding the national security, preventing and combating crimes and corruption in the country.

Deputy Minister Tran Quoc To highly valued the good work results of the Embassy of Vietnam in Belarus and wished all staff success in playing their role as Vietnamese ambassadors in Belarus, contributing to the development of the relationship between the two countries.

During the visit, representatives of the Vietnamese delegation led by Deputy Minister Tran Quoc To visited and laid flowers at the Khatyn Memorial Complex, located 54km northeast of Minsk. The place symbolizes more than 9,000 of burned villages and the dead residents during World War II.
