PSNews - Prime Minister Pham Minh Chinh on December 15 called on the Public Security Forces (PSFs) to further assert its position as a firm support for the people, while playing a core role in safeguarding national security, social order and safety in the new development phase.

PSFs make significant contributions to the nation’s overall achievements

Attending the 81st National-level Public Security Conference on the morning of December 15, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, extended his warm regards, and best wishes to all generals, officers, non-commissioned officers, employees working at the PSFs, as well as all delegates to the conference.

The Prime Minister affirmed the conference’s special significance in the buildup to the 14th National Party Congress, and highly commended the Ministry of Public Security for its thorough and well-structured preparation for the conference, saying that reports presented at the conference drew profound lessons and valuable hands-on experience from practical operations of the PSFs in the past time, as well as provided clear orientations for the PSFs’ tasks in 2026.

During the period 2021–2025, although facing numerous international and domestic challenges, Vietnam has still achieved many remarkable accomplishments, including GDP growth in 2025 projected to exceed 8%; the size of the economy estimated at approximately USD 510 billion, ranking 32nd globally; GDP per capita of around USD 5,000. Meanwhile, macroeconomic stability has been maintained, inflation and public debt was effectively controlled, while infrastructure development, legal reforms, cultural and social progress, and social welfare have continuously been improved.

The Prime Minister emphasized that culture is an endogenous strength of the nation, acclaiming the important contribution of the PSFs to cultural and social development. He said, the construction of the Ho Guom Theatre has helped create a vibrant and healthy cultural space, enriching the spiritual life of the people.

Meanwhile, the Party, State and Government have issued policies for people with meritorious service or disadvantaged people, and successfully implemented the hunger eradication and poverty reduction program across the country. To date, almost all shanties and dilapidated houses nationwide have been repaired or rebuilt while the project to build 100,000 social housing units in 2025 as well as the construction and repair of homes for people affected by recent natural disasters are expected to have finished by the 2026 Lunar New Year.

During the year, the Government decisively and effectively streamlined and reorganized the administrative apparatus, and is running a two-tier local government model with enhanced decentralization and delegation of authority. The government also directed ministries and local-level governments to cut down unnecessary overlapping administrative procedures, reducing costs and time for citizens and businesses while carrying out administrative procedures.
“The Vietnamese Public Security Forces have made an important contribution to those overall achievements,” the Prime Minister stressed.

“Three pioneering roles” and “three exemplary qualities”

Prime Minister Pham Minh Chinh affirmed that the Public Security Forces have played “three pioneering roles” and set “three examples” in implementing Party guidelines, State policies and laws, and fulfilling the mission of safeguarding national security and social order.

Regarding the “three pioneering roles,” the PSFs have taken the lead in establishing a three-tier police structure, dismissing the district-level police unit, thereby providing valuable practical experience for provinces and cities to form the two-tier local government model. The forces pioneered in building national digital platforms under Project 06, the VNeID application and national databases, as well as took the lead in implementing Resolution No. 57 of the Politburo on science, technology, innovation, and digital transformation.

At the same time, the PSFs pioneered in movements for poverty reduction, elimination of temporary housing, search and rescue operations, natural disaster relief. During the year, thousands of officers and soldiers have been mobilized to participate in the construction of hundreds of homes for people in disaster-affected areas, and projects on national infrastructure development.

Regarding the “three examples,” the PSFs have set an example in giving solutions to remove institutional bottlenecks and support the effective operation of the two-tier local government model while seriously implementing Resolution No. 66 of the Politburo on renewing the work of law-building and law enforcement, achieving much success in foreign affairs and international cooperation, thereby contributing to the implementation of the Party’s and State’s external relations policy.

In addition, the PSFs continue to serve as the core force in safeguarding national security and ensuring social order and safety, while enhancing their logistical and technical capacity, accelerating modernization, and promoting cultural and sports movements in a systematic manner, thus contributing to the spiritual well-being of the people.

The Prime Minister underscored the courage and readiness for sacrifice of public security officers and soldiers of the PSFs, citing that, during the 2021–2025 period, thousands of public security officers and enlistees were wounded or sacrificed their lives while doing their duties, which contributed to beautifying the heroic tradition of the Vietnamese PSFs.

On behalf of the Party and State leadership, the Prime Minister highly recognized and praised the entire PSFs for their significant contributions to the nation in 2025.

Ensuring security and order – a way to make best contribution to national development and best serve the people

The Prime Minister emphasized that 2026 is a year of special significance as it marks the first-year implementation of the Resolution of the 14th National Party Congress and the 8th Congress of the Public Security Central Party Committee. There will be increasingly complex challenges to security and public order, so the PSFs are required to have stronger determination, take more decisive action, and create greater innovation.

The Prime Minister called on the PSFs to effectively implement the emulation movements “Three Bests” - the most disciplined, the most loyal, and the closest to the people, and “Three Goods” - the best public order and security, the most contribution to national development, and the best service to the people.

In the period ahead, the PSFs must focus on six key task groups, with top priority given to ensuring absolute security and safety for the 14th National Party Congress and the elections of deputies to the 16th National Assembly and People’s Councils for the 2026–2031 term. They must continue to renew strategic thinking, working methods, and approaches to safeguarding public security and order; proactively grasp situations and provide strategic advice to the Party and the State; and avoid strategic surprise and disadvantage in all fronts and all fields.

The Prime Minister required the PSFs  to uphold the revolutionary spirit of proactiveness, and to resolutely build a solid stable political “fortress”, a “steel shield” for strategic security, a firm public order, security and safety posture, a robust “firewall” in cyberspace, and a strong people’s heart security posture on the ideological front. He stressed that these are strategic tasks that must be effectively implemented in the reality.

At the same time, the PSFs should proactively suppress all kinds of crime, particularly crimes related to social order, illicit drug trafficking, economic wrongdoings, and high-tech crime, strongly combat market manipulation, smuggling, trade fraud and intellectual property violations, as well as launch an uncompromising campaign against counterfeit medicines and fake food.

The Prime Minister also highlighted the need to enhance the effectiveness and efficiency of State management of public security and order; continuously build financial, logistical and technical capabilities; and continue building clean, strong and professional PSFs.

The three-level public security system must operate smoothly and effectively, with a priority given to the building of a strong grassroots-level police force, which has profound knowledge of the local situation and are attached to the local people. The administration, authority and responsibilities should be arranged in a clear and appropriate manner among the three-level public security system.

Further, the Prime Minister underscored that the PSFs should strengthen external relations and international cooperation in a proactive, flexible, substantive and effective manner, thereby contributing positively to the implementation of the Party’s and State’s foreign policy.

PM Chinh wished that the force would continue to record outstanding achievements, making even a greater contribution to national construction and defence, and accompanying the entire nation on the journey to a new era of Vietnam – the era of prosperity, strength and sustainable development.
