Deputy Secretary of the Public Security Central Party Committee and Deputy Minister of Public Security Senior Lieutenant General Tran Quoc To chaired a ceremony to announce a decision by the Minister of Public Security on appointing Senior Colonel Dang Hong Duc, Director of Public Security of Yen Bai province as Chief of the Office of the Ministry of Public Security, on the afternoon of January 31, 2023, in Hanoi.

Present at the ceremony were also Member of the Party Central Committee, Secretary of the Yen Bai Provincial Party Committee Do Duc Duy, Chairman of the Yen Bai Provincial People's Committee Tran Huy Tuan, as well as leaders of units under the Ministry of Public Security.

At the ceremony, a representative of the Department of Organization and Personnel under the Ministry of Public Security announced a decision by the Minister of Public Security on letting Lieutenant General To An Xo to resign from the post of Chief of the Office of the Ministry of Public Security from February 1, 2023.

But Lieutenant General To An Xo continue to hold the position of Assistant Politburo Member, Assistant Minister of Public Security and Spokesperson of the Ministry of Public Security.

Under another decision, Senior Colonel Dang Hong Duc (born 1977, from Nam Truc, Nam Dinh), Director of the Yen Bai Provincial Police Department will take over the position of Chief of the Office of the Ministry of Public Security from February 1, 2023.

On behalf of the Public Security Central Party Committee and the leadership of the Ministry of Public Security, Deputy Minister Tran Quoc To stated, although Lieutenant General To An Xo left the position of Chief of the Office of the Ministry of Public Security, he still continued to hold the important positions.

He also hoped that, with his qualifications and working experience, Lieutenant General To An Xo will continue to make more important contributions.

Regarding Senior Colonel Dang Hong Duc’s appointment, Deputy Minister Tran Quoc To said, he is a cadre with strong political will and good moral character, and had excellent professional and legal knowledge, good leadership and management ability. 

While being the Director of the Yen Bai Provincial Police Department, he directed the local police to implement effective measures to maintain security and order, resolutely fight all kinds of crimes, and clear criminal cases in accordance with the law, facilitating local economic and social development.

Deputy Minister Tran Quoc To asked the newly-appointed Office of the Ministry of Public Security to direct the staff of the office to well perform the office’s function of being the advisory organ of the Public Security Central Party Committee and the Ministry of Public Security while assisting the Public Security Central Party Committee and the Minister of Public Security in advising the Party and State on guidelines and policies on safeguarding national security, ensuring social order and safety, building really clean, strong, regular, elite, modern People's Public Security Forces in the new situation in line with Resolution No. 12 of the Politburo.

Speaking at the ceremony, Colonel Dang Hong Duc stated that this is not only an honor and pride, but also a heavy responsibility entrusted by the Standing Board of the Public Security Central Party Committee and the leadership of the Ministry of Public Security. 

He promised to be absolutely loyal to the Fatherland and people of Vietnam, to the Communist Party of Vietnam, to the State of the Socialist Republic of Vietnam, as well as wholeheartedly serve the Fatherland, the People for the sake of national security and the happiness of the people.

* On the same morning, at the Yen Bai Provincial Police Department, Deputy Minister Tran Quoc To chaired the ceremony to announce the decision of the Minister of Public Security on posting Senior Colonel Le Viet Thang, Director of the Bac Lieu Provincial Police, to Director of the Yen Bai Provincial Police Department.
