MPS leader speaks at UN high-level debate

PSNews - Vietnamese Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Thanh delivered a keynote speech at the United Nations (UN) High-Level Debate on “Urban safety, security and good governance: Making Crime Prevention a Priority for All” held at the UN General Assembly Hall on April 22 in New York, USA.

The debate aimed to implement the Resolution 75/196 of the UN General Assembly on “Strengthening the United Nations crime prevention and criminal justice program, in particular its technical cooperation capacity”. 

At the debate, experts and scholars around the world exchanged experiences and successes in preventing crimes and ensuring urban safety in their countries or cities as well as proposed measures on identifying criminal threats and developing urban safety policies to meet the requirements of each city.

Addressing the debate, Deputy Minister Thanh said that, over the past time, the Ministry of Public Security of Vietnam has successfully protected national security, public order and safety while effectively fighting crimes and joining global efforts in preventing the Covid-19 pandemic, contributing to making Vietnam one of the safest places to live in the world.

Viet Nam appreciates the role of the UN in promoting international cooperation between law enforcement agencies and the police forces of member states in proactively preventing organized crimes and addressing non-traditional security challenges in the first decades of the 21st century, he added.

In his speech, Deputy Minister Nguyen Van Thanh pointed out the non-traditional security challenges to urban governance as well as social security, welfare, and safety indicators in urban areas. He also shared experiences of Vietnam in mobilizing residential communities to participate in ensuring urban safety.

The Deputy Minister also mentioned the application of systematic thinking and advanced Malik management system using AI to manage urban planning and construction, in which each city will be considered as a complex digital ecosystem of economy - society - technology using Big data and IoT in its governance. 

Security and safety for residential communities must be ensured in designing AI systems for urban governance, in which the use purposes and benefits of the systems must be clear, ensuring social morality and legitimate interests of stakeholders, the Deputy Minister stressed.

At the end of his speech, Deputy Minister Nguyen Van Thanh cited Harvard Professor Joseph Nye's saying: “Security is like oxygen: you do not tend to notice it until you begin to lose it."
