Ministry of Public Security, Ministry of National Defense review cooperation in 2019

PSNews - The Ministry of Public Security and the Ministry of National Defense on January 15 organized an online conference to review the cooperation between the two ministries as well as to roll out Decree No. 03-2019/ND-CP signed on September 5, 2019 by the Prime Minister.

The conference was co-chaired by Lieutenant General Luong Tam Quang, Deputy Minister of Public Security and Senior Lieutenant General Phan Van Giang, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense.

The decree regulates the coordination between the Ministry of Public Security and the Ministry of National Defense in protecting national security, ensuring social order and safety, preventing crimes and performing national defense missions.

The conference saw the presence of Senior Lieutenant General Nguyen Phuong Nam, Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army, representatives of the National Assembly’s Committee on National Defense and Security, the Party Central Committee’s Office, the Presidential Office, the Governmental Office, the Ministry of Justice and People's Committees of several provinces and municipalities.

Reports at the conference read that, in 2019, the People's Public Security Forces and the People's Army worked closely in protecting national security, ensuring social order and safety, fighting crimes and performing national defense tasks, contributing to protecting national defense and security from afar, maintaining the national strategic initiative and political stability, creating a safe environment for the country’s socio-economic developments and foreign relations.

The two forces jointly protected absolute security and safety for key national projects, and political, cultural, social and international events, especially the Second US-DPRK Summit and the 2019 Vesak. The two ministries advised local party committees and authorities to effectively implement the directions of the Party and the State on promoting the “All people protect the national security” movement and the Whole People's Defense Festive Day.

The two forces strengthened patrols at sea and in border areas and, strictly managed border gates and borderline, handled over 6,000 criminal cases and law violations. The police and military units mobilized 98,291people and 3,442 vehicles for rescue and natural disaster relief missions, thus minimizing both material and human losses caused by disasters.

Speaking at the conference, Deputy Minister Phan Van Giang requested the military forces to closely coordinate with the public security forces to ensure absolute safety for the people during the 2020 Lunar New Year.

To conclude theconference, Deputy Minister Luong Tam Quang requested allpublic security andmilitary units and local agenciesto popularize the contents of Decree No. 03 to all military and public security officers and soldiers. 

Meanwhile, provincial-level police departments and military and border guard commands should work together on a set of regulations on the coordination between the two forces, and submit them to the chairman of the people’s committee in  the first quarter of 2020.
