Measures to ensure security and safety for Hoa Binh Hydropower Plant discussed

Senior  Lieutenant General Bui Van Nam, Member of the Party Central Committee and Deputy Minister of Public Security, attended the conference. The event saw the participation of leaders of the Hoa Binh Provincial People’s Committee, Hoa Binh and Son La Police Departments and the Vietnam Electricity.

At the meeting, Mr. Nguyen Van Minh, Director of the Hoa Binh Hydropower Company briefed delegates on the Hoa Binh Hydropower Plant, highlighting its position and importance of the project.

The Hoa Binh Hydropower Plant, a symbol of the renewal period, is a multifunctional facility of great significance and importance, which directly serves the industrialization and modernization cause of the country and contributes to promoting socio-economic development of Hoa Binh province in particular and northern provinces in general.

On the other hand, the hydropower is the most important facility in terms of irrigation, controlling floods and droughts for the Northern Delta.

Therefore, to ensure absolute security and safety during the operation of the plant must always be viewed as a crucial mission of various forces to contribute to maintaining security and safety for downstream provinces and Hanoi city.

In this context, the Hoa Binh Hydropower Company and Hoa Binh Police Department have signed regulations of coordination, to create a comprehensive relationship, raise awareness of internal political security and economic security, and mobilize all forces to maintain the plant’s security and safety, contributing to promoting socio-economic development of the province.

For its special important position, on January 20, 2017, the Prime Minister signed Decision 99 / QD-TTg, placing the Hoa Binh Hydropower Plant on the list of the major projects relating to national security.

The Ministry of Public Security assigned its affiliated units to implement the decision.

Speaking at the meeting, on behalf of the Central Public Security Party Committee and the leadership of the Ministry of Public Security, Deputy Minister Bui Van Nam praised the involved public security units for their recent achievements in ensuring absolute security and safety for the Hoa Binh Hydropower Plant, contributing to the cause of socio-economic development of the country.

Discussing the importance of the Hoa Binh Hydropower project, Deputy Minister Bui Van Nam highlighted advantages and difficulties from the domestic and international situations, which could impact security and safety of the project vital to national security.

The Deputy Minister asked public security forces, and involved branches and agencies to promote cooperation; frequently supplement and amend the coordination regulations in line with the real situation; share information regularly and in time, denying unexpected situations; and mobilize all walks of life to participate in the movement "All people protecting national security".

Regarding Prime Minister’s decision, Deputy Minister Bui Van Nam said: “The General Department of Security and Hoa Binh Police Department should promptly discuss situations of hostile forces and criminals, aiming to raise the awareness and sense of vigilance of all cadres and employees of the plant and guild them to proactively protect their lives and State’s property in case of a bad happening.”
