The exercise was participated in by some 5,000 military and police officers and soldiers from the Hanoi Municipal Police Department, the Hanoi Capital Military High Command as well as several residents of Cau Giay and Nam Tu Liem districts.

Lieutenant General Doan Duy Khuong, Director of Hanoi Municipal Police, highlighted that the number of illegal gatherings and demonstrations in Hanoi in particular, and in Vietnam in general, has increased and become more complex in recent years.
