Community-based corrections should be improved: Public Security Minister

The meeting also saw the presence of two public security deputy ministers, namely Lieutenant General Tran Quoc To and Major General Le Quoc Hung, among representatives from various units under the Ministry of Public Security (MPS).

Over the past years, the corrections police force has well performed its task of executing community-based criminal judgements while effectively supporting former prisoners to reintegrate in the community and ensuring that all judgments and decisions of the Courts were executed. 

The Police Department for Management of Detainees and Community-based Corrections in coordination with relevant police units, local authorities, and criminal judgment enforcement agencies across the country have developed many legal documents and guidelines while consolidating the organizational apparatus of the corrections police force for more efficiency in enforcing community-based criminal sentences and reintegrating ex-offenders into the community.

Speaking at the meeting, on behalf of the MPS leadership, Minister To Lam praised the achievements that the Police Department for Management of Detainees and Community-based Corrections has been obtained over the past time.

Regarding the key tasks in the coming time, Minister To Lam requested that the department should continue to effectively advise the Party, the State, and the MPS leaders on policies and guidelines on community-based corrections and reintegration of ex-offenders. Especially, the department should advice the MPS on guidance toward the implementation of the Law on Execution of Criminal Judgements and other relevant directives of the Prime Minister and the Public Security Minister.

It should also popularize typical models and examples of community-based sentencing and reintegration of ex-offenders, he said, “It is meaningful when ex-offenders are mobilized to participate in the movement “All people protect national security” at the grassroots level.”

The Minister also stressed the need to improve of the efficiency of community-based corrections and social reintegration of ex-offenders, saying that the police force should inspect and guide the communal-level police force to effectively implement the regulations related to the work, while coordinating with other units in building a database on community-based corrections.
