A lecturer’s footprints in new training programs

Three years since its establishment, the People's Public Security Political Academy has developed and completed three training programs, which are the Party and State apparatus building, Public security staff and command, and Human resource management programs. The three programs have initially bridged the gap of theory in the building of the public security force.

These achievements were made thanks to the high determination of the Academy's Directorate and the teaching staff, including Lt. Col., Dr. Tong Van Khuong, who was recently honored with the Certificate of Merit of the Prime Minister.

Prior to the establishment of the Academy, Lt. Col. Tong Van Khuong was the Head of the Training and Trainee Management Department of the People's Public Security Technical Training School. For a newly-established academy, everything has to be done from scratch, including the training work, which is considered the "backbone" of any training institutions.

Recalling those early days of hardship, Lt. Col. Tong Van Khuong added to the lack of training facilities the shortage of the department’s staff, most of whom haven’t had sufficient teaching and education management experience. Meanwhile, there existed the lack of teaching materials, too. A number of training programs had to be developed from scratch, like the Public security staff and command training program.

Despite such difficulties, thanks to the support of the Directorate, Lt. Col. Tong Van Khuong and colleagues quickly started and completed four projects to open four BA training programs, namely the Party and State apparatus building, Public security staff and command, Political BA training (2nd degree), and Human resource management programs.

During the development of the four new training programs, the Academy organized scientific workshops with the participation of leaders of the Ministry of Public Security, leaders of general departments, academies and schools under the ministry.

Besides, Lt. Col. Tong Van Khuong proposed to the Academy's Directorate to build the structure of the teaching staff and hold entrance examinations for the lecturers, strictly following testing procedures. The People's Public Security Political Academy is the first unit of the Ministry of Public Security to hold lecturer entrance examinations that way.

He also made other important proposals to high-level leaders, such as the issuance of the Admission and training plans for the People's Public Security Political Academy to 2020 with a vision towards 2030; the development of the advanced and intermediate political theory training programs and projects for the public security force. The academy was also allowed to offer training programs and grant certificates to police officers.

This is a major step in the training work of the People's Public Security Political Academy. At present, the academy has opened training courses for thousands of learners, meeting the need of police officers, reducing tuition cost for learners.

The People's Public Security Political Academy is preparing to open a new training program in advanced political theory under Resolution 32 of the Central Party Committee's Secretariat. Such important task requires time and efforts so as to turn the academy into one of the leading training centers.

Lt. Col. Tong Van Khuong also directly developed and organized refresher courses on the titles of public security commanders for thousands of officers in the whole force, meeting the requirements of improving the leadership capacity for public security commanders at all levels.

Receiving the Prime Minister's Certificate of Merit, Lt. Col. Tong Van Khuong extended his warmest thanks towards the Party Committee and the Directorate as well as all the staff of the Academy for their support.

In the coming time, the People's Public Security Political Academy will strive to become a major political training center. To reach that target, Lt. Col. Tong Van Khuong suggested more investment in the teaching staff, teaching materials and effective employment of visiting lecturers and reputable scientists.
