At 11:00 PM on January 19, we visited the Command Information Center of the Hanoi Municipal Public Security — a section likened to the "brain" of the city’s police force. This facility plays a vital role in ensuring security and order of the city during the 14th National Party Congress.

Upon our arrival, Senior Colonel Nguyen Tien Dat, Deputy Director of the Hanoi Municipal Police Department, and the team of duty officers were still intensely focused their eyes on their monitors. There were hundreds of screens of various sizes, displaying real-time high-definition pictures from a sophisticated camera network of major traffic routes, key areas and protected sites across the capital.

Maintaining his focus on every frame and communication signal, the Deputy Director issued orders to security posts, ensuring that all security plans were executed in a synchronous and efficient manner. All duty officers were working with a high sense of responsibility and vigilance in order to deny any security scenarios, even the smallest one, from occurring.

"For us, our work duty at this center is more than a routine task; it is our strong commitment to a peaceful and absolutely safe capital during this historic national event," said Lieutenant Colonel Nguyen Trung Kien, Head of the Command Information Center.

According to Lieutenant Colonel Nguyen Trung Kien, the Command Information Center assists the Chief of the Advisory Office in arranging the city's police force to positions of duty command and operation duty. It serves as the central hub of receiving, processing, transmitting and storing all security-related information, supporting the Board of Directors with accurate and timely data to make decisions.

In normal circumstances, the center actively deploys advanced scientific and technical applications to manage security operations in the city. This includes analyzing and dispatching "113" Emergency Police and Firefighting & Rescue (114) units to handle urgent situations reported by citizens regarding security, order, fires, or explosions.

Additionally, the center also monitors and summarizes press and media reports on the capital police’s work; receives comments on security and the conduct of officers posted by citizens on the official Hanoi Police Facebook page and reported by citizens via the duty hotline. It later advises specialized units on resolution; guides local-level police units to follow duty protocols and make daily and weekly reports to the Ministry of Public Security and city leadership. It is also responsible for providing information on results of ensuring public order and security in the city on the portal.

As Hanoi is the focal point of the nation’s most significant political event, the entire political system and the capital’s armed forces are place in the highest level of readiness to firmly protect the 14th National Party Congress. The pressure on the officers at the Command Information Center has intensified accordingly.
