Vietnam, Finland promote law enforcement cooperation

As a member of the high-ranking delegation accompanying Party General Secretary To Lam on his official visit to the Republic of Finland, Minister of Public Security General Luong Tam Quang held talks with State Secretary to the Finnish Minister of the Interior Heikki Tamminen, on the afternoon of October 22 (local time), in Helsinki.

At the meeting, the two sides agreed that, since the establishment of diplomatic relations in 1973, Vietnam and Finland have continuously strengthened their partnership through regular delegation exchanges, close coordination and mutual support at multilateral forums and international organizations, including the United Nations and the ASEAN–EU framework.

Minister Luong Tam Quang affirmed that the elevation of the bilateral relations to a strategic partnership would open a new stage of development for bilateral cooperation in various areas such as politics and diplomacy, economy, trade, investment, science and technology, education and training, and people-to-people exchange.

Regarding security and law enforcement cooperation, the two head delegates shared the same view that, amid the rapid development of science and technology, particularly artificial intelligence, criminal activities have become more sophisticated, transnational in nature and increasingly difficult to detect, posing multi-dimensional threats to social stability and safety in both countries as they further integrate into the global economy.

Accordingly, the two sides agreed to enhance cooperation in combating transnational crimes, terrorism, human trafficking, drug-related offenses, money laundering, illegal migration and cyber fraud.

They also consented to promote delegation exchanges at all levels, effectively implement the 2010 Memorandum of Cooperation (MoC) in crime prevention and control between the two ministries and strengthen coordination in investigating transnational criminal cases and apprehending internationally wanted fugitives.

In addition, the two sides agreed to enhance collaboration in capacity-building programs for law enforcement focusing on digital transformation, cybersecurity, disaster rescue and relief operations, security industry development, as well as professional and language training.

Both ministries also pledged to ensure absolute safety of diplomatic missions and high-ranking delegations of one country working or visiting the other, and providing favorable conditions for the Vietnamese and Finnish communities to live and work legally in the other country.

Finally, the two ministries reaffirmed their commitment to mutually supporting each other at multilateral forums and international organizations, contributing to regional and global peace, security and sustainable development.
