The Ministry of Public Security (MPS) solemnly held a ceremony in Hanoi to celebrate the 80th founding anniversary of the Public Security Advisory Force (April 18, 1946 – 2026).

General Secretary and President To Lam confers “Hero of the People’s Armed Forces” title upon the MPS Office.

On this occasion, Party General Secretary and State President To Lam delivered a keynote speech and conferred the title of “Hero of the People’s Armed Forces” upon the MPS Office.

The event was also attended by former Prime Minister Pham Minh Chinh, former Permanent Member of the Secretariat and former Minister of Public Security General Le Hong Anh, along with leaders of the Party and the State and representatives of central ministries, sectors and agencies.

Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang chaired the ceremony.

In his remarks, Deputy Minister of Public Security Lieutenant General Dang Hong Duc underscored that, within the Public Security Forces, the Advisory Force is the central hub of information and the “strategic brain,” where information is summarized, analyzed and translated into policies and directives. The force also assists the leadership at all levels in translating situational developments into action programs as well as strategies into specific action plans.

He emphasized that, over its 80-year history, the force has always demonstrated its dedication, intelligence, responsiveness and creativity, while showing its absolute loyalty to the Party, the State and the people, contributing significantly to the overall achievements of the Public Security Forces.

At the ceremony, General Secretary and State President To Lam conferred the title of Hero of the People’s Armed Forces upon the MPS Office — the highest advisory body of the Public Security Central Party Committee and the Ministry of Public Security.

This noble distinction reflects the Party and the State’s high recognition of the force’s enduring and largely behind-the-scenes contributions, while affirming the strategic importance of advisory work in safeguarding national security, maintaining social order and safety and building a clean, strong, regular, elite and modern Public Security Forces.

In his address, General Secretary and President To Lam stressed that, over the past 80 years, the Public Security Advisory Force has clearly demonstrated its vital role in all aspects of work of the state management of security and order Forces, performing both functions as a strategic advisor and an operational advisor, and serving as a key information center for the leadership, command and administration systems.

In light of new requirements, he called on the force to further enhance its position, not only advising the Public Security Central Party Committee, the Ministry and public security units at all levels, but also proactively advising the Party Central Committee, the Politburo and Party committees at all levels on approaches to safeguard national security, ensure social order and safety, maintain socio-political stability and enable national development, with the ultimate goal of ensuring a peaceful, secure and prosperous life for the people.

In his closing remarks, Minister Luong Tam Quang affirmed that the Public Security Advisory Force should thoroughly grasp the General Secretary and State President’s instructions as important orientations of the Party and the State for advisory work of the Public Security Forces in the new era, so as to effectively perform its advisory function, making a positive contribution to protecting national security and maintaining social order and safety.
