MPS reviews task performance in first half of 2019

PSNews - The Central Party Committee of Public Security, Ministry of Public Security (MPS) organized a conference on June 26 to review the whole Public Security Forces’ performance of tasks in the first 6 months of 2019 and roll out working plans for the remaining months.

Speaking at the event, Minister To Lam emphasized that the conference was of important meaning as it aimed to review all working aspects of the Public Security Forces since the beginning of 2019, analyze and predict future possible situational developments, and discussed important and urgent issues regarding public security and order as well as the building of the Public Security Forces.

On behalf of the Central Party Committee of Public Security and leaders of the MPS, Deputy Minister Bui Van Nam delivered a keynote report on outcomes of the Public Security Forces’ task performance in the first half of 2019.

According to the report, the Public Security Forces have absolutely protected security and safety of key objectives, important political events and activities of Party and State leaders. Meanwhile, the crime prevention and combat has achieved many important results, creating positive changes in social safety and curbing the number of crimes. The number of investigated criminal cases was 82.25%, 12.25% higher than the target set by the National Assembly. 

In the first half of 2019, the police force investigated and resolved 59,433 cases, including 21,071 cases related to social order, 9,948 economic cases, 1,139 cases of smuggling, 13,932 cases of violation of the environmental law. Furthermore, the police force successfully investigated 13,185 drug-related crimes, arrested 20,070 people involved and seized 4,993 kg of synthetic drugs.

Over the past 6 months, the effectiveness of State management of public security and order has been significantly improved. Many legal documents have been drafted and issued to improve the legal system facilitating the prevention and control of crime. The administrative reforms have been promoted by police agencies and units, creating favorable conditions for organizations, businesses and people. The model of a regular communal police force has brought about initial good outcomes.

Addressing at the conference, on behalf of the Party and State leaders, Prime Minister Nguyen Xuan Phuc highly appreciated and praised the achievements and victories gained by the Public Security Forces. He also highly appreciated the sacrifices of police officers who had fought criminals to death.

Regarding key missions in the coming time, PM Phuc asked the Public Security Forces to actively study and grasp international, regional and domestic situations related to security, national security and national interests while making good forecasts of situational developments, especially when Vietnam takes over the ASEAN Chair in 2020 and becomes the non-permanent seat at the UN Security Council of the term of 2020 - 2021, and when Party Congresses at all local levels are held.

PM Phuc also asked the MPS to promote application of technology, accelerate the construction of e-Government, e-authority, increase online public services in the field of public order and security in couple with promoting administrative reforms to better meet the requirements of the development of the society, and needs of people and businesses.

Besides, the whole Public Security Forces were asked to expand foreign relations and cooperation with international partners in prevention and fight against crimes, especially drug-related crime and hi-tech crime, anti-terrorism and non-traditional security issues, training of law enforcement officers, and professional equipment and means.

* The conference to review the whole Public Security Forces’ performance of tasks was concluded on the afternoon of June 26, under the chair of General To Lam, Politburo member, Secretary of the Central Party Committee of Public Security, Minister of Public Security.

Speaking at the event, General To Lam emphasized that the situations in the region and world would be more complicated in the time to come, posing various challenges to the Public Security Forces in protecting national security and public order and security at home. He asked all public security agencies and units to follow the set plans, as well as the directions of the Prime Minister and strive to accomplish all tasks of 2019 and of the following years.

Regarding the Party and force building work, Minister To Lam said that after a year implementing Resolution 22 issued by the Politburo on renovating and streamlining the apparatus of the Ministry of Public Security (MPS) and Decree 01 by the Government on the functions, tasks, authorities and organizational structure of the MPS, agencies and units of the Public Security Forces at all levels have stabilized their organization and are now operating effectively. This is a very important premise to continue adjusting the organization of the Public Security Forces with the aim of improving their functions of staff work and State management of national security, public order and security as well as of directly fighting crimes and law violations.

He also highlighted the MPS and all public security agencies and units’ role in providing advice to the Party and State, the local Party organizations and authorities, on measures to ensure national security and national interests, contributing to firmly protecting national independence, territorial sovereignty, maintaining political stability and facilitating the country's socio-economic development and foreign affairs. Additionally, he asked the whole police force to implement professional preventive measures and resolutely attack and stamp out criminal gangs, encourage and reward on time good examples and good deeds in preventing and fighting crimes.

Minister To Lam urged all police units to enhance patrols and checks on roads and strictly handle violations of traffic order and safety, promote dissemination of information about fire prevention and safety while regularly inspecting fire-fighting and rescue plans in localities so as to minimize losses of lives and property caused by fire, and improve fire-fighting and rescue capabilities.

On behalf of the Central Party Committee of Public Security, MinisterTo Lam applauded the achievements gained by the whole Public Security Forces in the first half, and emphasized that the good outcomes resulted from the great efforts and sacrifices of the whole Public Security Forces.
