MPS reviews progress of Project 106 on organizational restructuring

Project 106 is aimed at “Renovating and streamlining the public security apparatus for more efficiency and effectiveness”.

The event was attended by members of the Central Public Security Party Committee, leaders of the Ministry of Public Security (MPS) and other members of the Steering Board.

Reporting on the progress of implementing the project, a representative from the General Department of Politics said that, following the direction of the Minister, the General Department of Politics had drafted a resolution of the Politburo on renovating and streamlining the structures of the MPS, and collected opinions on the related issues, and report the summary to the Public Security Minister and submit it to the Party Central Committee’s Office. 

After a Politburo meeting, the Party Central Committee’s Office had given some opinions to the draft document, and sent back to the General Department of Politics. The agency then reported the supplements to the Public Security Minister for further consideration before re-submitting the draft document to the Party Central Committee’s Office for approval at the next Politburo meeting.

Regarding the proposal for the Government’s promulgating a decree regulating the functions, tasks, powers and organizational structure of the MPS, the General Department of Politics had asked all under-MPS agencies and units, and leaders of the MPS for their ideas and opinions on the related issues. 

The Politburo has adopted the project. After the Central Public Security Party Committee agrees on the projected organizational structure, the document will be sent to the Ministry of Home Affairs, the Ministry of Justice and the Ministry of Defense for opinions before submitting them to the Government for promulgation.

Speaking at the meeting, Minister To Lam applauded the efforts of the Steering Board and the Group of Experts in drafting Project 106. He also recognized all suggestions and proposals given by delegates at the meeting.

The minister emphasized that the personnel and organization work is considered a key mission by the Central Public Security Party Committee in 2018. He also asked the Steering Board to continue studying the draft resolution of the Politburo so as to complete the daft project.

He also urged the General Department of Politics to take the leading role in developing a plan of the Central Public Security Committee to implement the resolution of the Politburo and decree of the Government.

He also asked relevant agencies and units to hold meetings to thoroughly study and grasp the resolution of the Politburo and the plan of the Central Public Security Party Committee and introduce the basic contents of Project 106 to their officers, establish criteria for positions of leaders of public security agencies and units at all levels as well as principles and criteria for appointment of leaders at all levels, and work out plans to re-post personnel in line with the new organization of the Public Security Forces under the Politburo’s Resolution.

Regarding the promulgation of regulations on functions, tasks, powers and organizational apparatus of public security units, on the basis of project 106, the General Department of Politics will give guides relating to the implementation of Project 106 to general departments, agencies and units under the MPS, collect opinions, complete plans to implement Project 106, and submit to the MPS leadership for issuance of the plans.
