MPS preparing for implementation of President’s decision on amnesty

PSNews - The Ministry of Public Security (MPS), as the Standing Agency of the Central Advisory Council on Amnesty, convened a meeting to announce the President’s decision on amnesty in 2025 and outline key tasks for the amnesty work in the coming time, on March 13, in Hanoi.

Deputy Minister of Public Security Lieutenant General Le Van Tuyen, Standing Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty in 2025, chaired the meeting.

On March 3, 2025, the President issued Decision No. 266/2025/QD-CTN on amnesty in 2025 in celebration of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 2025).

According to Decision 266, amnesty will be granted to the inmates serving fixed-term imprisonment and life imprisonment who meet the conditions for early release. The period of sentence served to be considered for amnesty is calculated up to April 30, 2025.

Eligible prisoners who may benefit from the decision include those who are temporarily suspended from serving their sentences, those who are serving fixed-term sentences, or those who had been sentenced to life imprisonment but their sentences have then been reduced to fixed terms.

Addressing the meeting, Deputy Minister Le Van Tuyen underlined that the amnesty policy represents the State’s special clemency granted by the President to inmates ahead of their scheduled release on major national events or in exceptional circumstances.

To ensure the effective implementation of the 2025 Amnesty Decision by the President, Deputy Minister Le Van Tuyen requested that relevant under-ministerial police departments, provincial-level police departments, correctional staff of prisons and detention centers should widely disseminate the President’s decision to all inmates, stressing that the amnesty process should strictly adhere to the regulations set forth by the Central Advisory Council on Amnesty as well as MPS amnesty plans and guidelines.

The Deputy Minister emphasized that the amnesty process must be carried out in a thorough, transparent and objective manner as scheduled while ensuring that no eligible cases are overlooked. Deputy Minister Le Van Tuyen also requested that the President’s amnesty decision is announced simultaneously nationwide.

Finally, the Deputy Minister stressed the need to raise public awareness of the humanitarian and clemency policies of the Party and State toward ex-offenders, contributing to enhancing public responsibility in managing, educating and assisting early-released ex-prisoners in reintegrating into society, starting a new life and turning back to their sinful past.
