Minister Luong Tam Quang heads Steering Committee for Digital Transformation in Criminal Justice

Deputy Prime Minister Pham Gia Tuc has signed Decision No. 702/QD-TTg establishing a national steering committee to oversee the implementation of a major project on digital transformation in criminal proceedings and the execution of criminal judgments.

Under the decision, issued on April 20, 2026, General Luong Tam Quang, a member of the Politburo and Minister of Public Security, has been appointed Head of the Steering Committee.

Senior Lieutenant General Nguyen Van Long, a member of the Party Central Committee, has been appointed as Deputy Head, and Lieutenant General Tran Minh Tien, Chief of the Office of the Police Investigation Agency under the Ministry of Public Security, has been named Secretary of the committee.

The Steering Committee is designed as an inter-agency coordinating body tasked with advising and assisting the Prime Minister in directing and synchronizing the implementation of the project across ministries and sectors. Its mandate includes monitoring progress, coordinating cross-sectoral activities, and ensuring that the project’s objectives and solutions are carried out effectively.

In addition, the committee will review and propose improvements to legal frameworks, policies, technical standards, and professional procedures related to document digitization, the use of digital signatures, and data sharing. It will also oversee the development of digital transformation plans aimed at ensuring seamless system connectivity, minimizing duplication, and optimizing resource use.

Another key responsibility is to evaluate implementation progress, address bottlenecks, and mobilize necessary resources. The committee will also ensure information security, safeguard state secrets, and supervise the proper management and use of digital records in accordance with legal regulations.

The project envisions the creation of a unified and interconnected digital ecosystem spanning all stages of the criminal justice process, including investigation, prosecution, adjudication, detention, and the execution of sentences.

By the end of 2027, authorities aim to have the entire criminal procedure and criminal judgment enforcement system operating fully in a digital environment. Key targets include the digitization and standardized electronic management of all eligible criminal case files and documents; the issuance of procedural documents in electronic form with digital signatures; and the integration of digitized evidence and paper records into centralized electronic case files.

Physical documents will be retained only in cases where required by law for verification and inspection purposes, marking a significant step toward modernizing Vietnam’s criminal justice system through digital transformation.
