Senior Lieutenant General Bui Van Nam, Deputy Minister of Public Security chaired the conference.
On July 1, 2016, the Government issued Decree No. 101-2016-ND-CP detailing working responsibilities and measures to prevent cyber terror attacks.
On April 27, the Minister of Public Security issued Directive No. 02 / CT-BCA on enhancing prevention and fight against cyber attacks and protection of state secrets from coming out in cyberspace among the People's Police Force.
These are the important legal documents that concretize the Law on National Security, the Law on Prevention of Terrorism, the Law on Protection of Information, and the Ordinance on the Protection of State Secrets, and articulate responsibilities of agencies, organizations and individuals in preventing cyber terror attacks as well as tasks of police units and local authorities in preventing cyber attacks and protecting state secrets from letting out in cyberspace. Additionally, these legal documents have also created a basis for the police force to apply specialized measures to prevent the use of cyberspace for terrorism.
Delivering the opening speech of the conference, Deputy Minister Bui Van Nam emphasized that given the forthcoming fourth industrial revolution, the remarkable achievements of information technology and cyberspace have also benefited terrorists and terrorism organizations to expand their activities on a global scale.
In addition to using cyberspace to conduct terrorist activities in conventional methods, terrorists and terrorism organizations also seek to launch cyber attacks on critical information systems of nations, especially information systems of financial, aviation, health or energy sectors to put pressure on the governments, making terrorism evolve into a new form that is more dangerous and more difficult to control. This requires tighter international cooperation to deal with cyber terror activities.
In Vietnam, the development of information technology and cyber services has become an important driving force for socio-economic development, but it also poses significant risks and challenges to national security.
At the conference, the Ministry of Public Security gave an overview of the situation and results of the prevention and fight against cyber attacks as well as ill use of cyber space for terrorism and measures to protect State secrets from leaking out onto cyberspace, in Vietnam.
