PSNews - A delegation of the Working Group for the Government’s Project 06, led by Deputy Minister of Public Security Senior Lieutenant General Nguyen Van Long, conducted a readiness, consistency and integration inspection of the administrative procedure processing system and the two-tier public service system in Ninh Binh province, on June 26, 2025.

The delegation carried out on-site inspections at the Ninh Binh Provincial Public Administration Service Center and the People’s Committee of Ninh Phong Ward, Hoa Lu City.

They also listened to reports from provincial leaders and representatives of relevant departments and localities on the deployment of the administrative procedure processing system and other essential systems supporting the two-tier local government model.

In accordance with the directives from the Central Steering Committee, the Government and the guidance of relevant ministries and agencies, the Ninh Binh authorities proactively issued action plans to implement the two-tier local government model.

The province also leveraged the capacity of its functional departments and promoted close coordination with major technology partners, such as VNPT and Viettel, to promptly resolve technical issues and provide timely support for the provincial systems. 

Ninh Binh successfully piloted the two-tier local government model at seven newly merged communes and wards. Through the pilot project, the province’s leadership comprehensively reviewed and assessed technical systems, operational procedures and personnel performances in the key systems so as to address shortcomings and establish a solid foundation for the official run of the new model across the province on July 1, 2025

At the working session, members of the delegation discussed and clarified difficulties and bottlenecks in the deployment of the new model, as well as gave recommendations to the provincial authorities.

Speaking at the event, Deputy Minister Nguyen Van Long hailed Ninh Binh’s sound leadership and thorough preparations for the implementation of the two-tier local government model, saying that the province’s post-merger administrative procedure system and public service platform are now integrated, determinate and ready for operation.

He emphasized that the province should immediately launch a trial run of its network and provide comprehensive training for all users from system operators to those directly handling administrative procedures after the province has completed and integrated a common network.

The Deputy Minister also underscored that the province should ensure absolute security and safety for the system, and actively guide local people to use and exploit the public service network in a safe and sound way.

Finally, he noted that civil servants, especially at the communal level, working directly with citizens should seriously comply with the code of conduct, and that the province should ensure uninterrupted public service delivery and effective State management of public services during the administrative restructuring process.
