Being ready to respond to non-traditional security threats

The Ministry of Public Security (MPS) held a national conference to disseminate Government Resolution No. 147/NQ-CP dated May 22, 2025, on the National Strategy to Prevent and Address Non-Traditional Security Threats until 2030, with a vision toward 2045, on the morning of September 18, in Hanoi.

Member of the Politburo and Prime Minister Pham Minh Chinh attended and delivered a keynote speech.

Member of the Politburo and Minister of Public Security General Luong Tam Quang chaired the event.

In his opening remarks, Minister Luong Tam Quang emphasized that, in recent years, non-traditional security threats, mainly non-military ones, have had far-reaching impacts, triggering chain reactions and posing serious risks to the security of many countries.

He requested delegates to thoroughly study and grasp the key contents of Resolution No. 147, engaged themselves in in-depth discussions to clarify responsibilities, tasks and solutions for involved ministries, sectors and localities to prevent, manage and settle non-traditional security threats, in the coming time.

The Minister underlined that these efforts aim to make Vietnam capable of effectively managing such threats, ensuring safety of its people and society, and promoting sustainable development in support of national construction and defense in the new situation, which also contributes to maintaining peace and security in the world.

At the conference, Deputy Minister Le Quoc Hung presented the main contents of Resolution No. 147/NQ-CP to delegates.

During the discussion session, delegates shared insights and pointed out emerging non-traditional security challenges and the serious consequences if they are not effectively addressed. They also analyzed and proposed solutions to enhance national response capacity.

In his keynote address, Prime Minister Pham Minh Chinh reaffirmed that the Party and State of Vietnam had early recognized the importance of the national capacity to address non-traditional security challenges, and promulgated a number of strategic resolutions and legal frameworks in an effort to prevent and respond to non-traditional security threats.

He cited a number of examples of non traditional threats, including pandemics, natural disasters, the Internet, artificial intelligence, energy security, food security and water security.

The Prime Minister stressed that every person, every sector, every nation needs to ensure non-traditional security. He added that no country can be safe if another is under threat.

Regarding key tasks in the coming time, Prime Minister Pham Minh Chinh requested the MPS to take the lead and closely coordinate with the Central Commission for Communications, Education and Mass Mobilization, the Ministry of Culture, Sports and Tourism and central and local media agencies to strengthen communication and raise the public awareness of non-traditional security impacts.

He also highlighted the importance of enhancing capacity to forecast and early warn no traditional security threats by actively applying big data, AI and sensor networks, to model risks, assess impacts and predict threat trends, as well as the need to strengthen public–private partnerships and leverage international resources in responding to non-traditional security issues.
