The National Assembly (NA)’s Standing Committee convened its fifth session on November 22 in Hanoi under the chair of NA Chairman Vuong Dinh Hue.

As part of his opening remarks at the event, the leading legislator said the session will provide an opportunity for the NA Standing Committee to offer feedback on the Government’s proposal to add two draft laws to the NA’s Law and Ordinance Building Programme next year. This includes the law amending and supplementing several articles of the Law on Radio Frequencies, in addition to the revised Law on Medical Examination and Treatment.

Hue also asked the NA Standing Committee to offer their opinions on the necessity of amending the two laws, particularly regarding proposed changes to major policies.

The NA Standing Committee will therefore discuss the signing of a social security agreement between the governments of Vietnam and the Republic of Korea. This marks the first comprehensive pact on social security to be signed by the nation which has been negotiated by the two countries since 2015, according to the top legislator.

It will also consider a draft resolution clarifying a number of articles relating to the Penal Code, which is expected to lay a basis for the full implementation of Vietnamese commitments as a signatory of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This includes criminal prosecution and execution of penalties for certain trade secrets violations, Hue said.

The event plans to review a report issued by the Council for Ethnic Affairs and other NA committees on the supervision of issuance of legal documents, the spending on the management of the social security fund from 2019 to 2021 and over the next three years, he said.
