Minister Lam calls for reforms in issuing citizen identification card

PSNews – Most people hailed the change from ID cards to citizen identification cards for its convenience in social management; however, there still exist problems and troubles for the use of the citizen identification cards in civil transactions.

The statement was made by Tran Kim Yen, National Assembly Deputy of HCM City, at the question-and-answer session of the 14th National Assembly’s sixth plenum on November 1.

She also emphasized that this problem had been raised to the Ministry of Public Security (MPS), and in turn, the MPS had issued Circular 33 announcing a new form of the citizen identification card. But the new form only changed the name of the agency in charge and failed to reduce difficulties for the people using their citizen identification cards in practical civil transactions.

Minister of Public Security To Lam responded that the MPS issued Circular 33 on October 10, 2018 with several amendments to Circular 61, dating November 6, 2016. Circular 33 only defines the new form of the citizen identification card, rather than the procedures for granting the cards, Minister Lam stressed.

All provisions relating to the duration and procedure for issuing citizen identification cards are regulated in Circular 07 and Decree 137 respectively issued on dating December 1, 2016 and December 31, 2015 by the Government. In the course of implementation of the documents, the MPS has also actively cooperated with the Ministry of Justice to reduce troubles for citizens.

Minister Lam pointed out shortcomings after three year issuance and use of citizen identity cards as well as the need to promote administrative reforms to bring more convenience to people.
