Overview of the press conference

This is the first time in four years the Vietnamese President has granted special amnesty to prison inmates who excel well during their prison terms on the occasion of National Day September 2.

This-year amnesty reaffirms the leniency policy of the Vietnam's Communist Party and the State, encouraging offenders to repent and become useful people.

Earlier, the Central Advisory Council on Amnesty (CACA) convened a meeting on August 23 to review the list of inmates nominated for amnesty on a case-by-case basis before it is submitted to President Nguyen Xuan Phuc for approval.

According to Deputy Minister of Public Security Major General Le Quoc Hung, the process of considering the amnesty has been conducted openly, democratically, scientifically, objectively and transparently in accordance with the law.

The consideration process also ensured that there is absolutely no discrimination between Vietnamese and foreign inmates if they meet requirements.
