Le Thi Thu Hang, spokesperson of the Foreign Ministry, made the statement at a press briefing of the Ministry of Foreign Affairs held on March 3 in reply to a number of questions from the press regarding the ongoing situation in Ukraine.

Vietnam shared ASEAN's views in the Declaration of the ASEAN Foreign Ministers on Ukraine on February 26, as well as in the speech of the Head of the Vietnamese Delegation to the UN at the Special Emergency Session of the UN General Assembly on March 1.

The nation therefore demands respect for international law, the UN Charter, and the settlement of disputes by peaceful means. This should be done on the basis of fundamental principles of international law and the UN Charter,  especially the principles of respecting independence, sovereignty, and territorial integrity of states, the non-interference in internal affairs, and the non-use or threat to use force in international relations.

"Vietnam is greatly concerned about the armed conflict situation in Ukraine. We call on all parties to exercise restraint and immediately stop using force to avoid causing casualties and damage to civilians," the spokesperson emphasized.

According to Hang, Vietnam welcomes the ongoing dialogue between the two delegations of Ukraine and Russia, hoping that both sides will soon find a lasting peaceful solution to their differences on the basis of respecting international law. This should take into account the legitimate rights and interests of the parties involved, while also ensuring security, safety, and the essential needs of the people, whilst also protecting the essential infrastructure in accordance with international humanitarian laws.

Vietnam supports and proposes that the international community continue to create conditions for the parties to dialogue and promote aid and humanitarian relief for people. The nation has requested that relevant parties ensure security and safety whilst facilitating evacuations when necessary for the expatriate communities living in Ukraine, including the Vietnamese community, Hang added.
