Beneficiaries of the policy include preschool children and high school students studying at preschool and general education institutions (excluding foreign-invested educational institutions), students at vocational and continuing education centers in Hanoi.

Hanoi’s municipal Department of Education and Training Director Tran The Cuong said that the city would allocate VND 900 billion (USD 39 million) to implement a 50% school fee cut for local students at all levels in the 2021-2022 school year.

Several other localities have announced they would waive and reduce school fees at state schools as part of efforts to share the financial difficulties with parents during the COVID-19 pandemic.

In early September, the Director of HCM City’s Department of Education and Training announced that school students would not have to pay tuition for the first semester of the 2021-2022 school year that starts next week.

The city budget would be used to cover the costs for all state schools. Meanwhile, at private schools, the tuition can be negotiated between schools and parents.

The northern province of Quang Ninh has also announced to spend VND 138 billion (USD 6 million) to waive school fees for students from kindergarten to high school level at both state and private schools.

The central city of Da Nang has also applied the same tuition fee policy for the new school year.

Earlier, Minister of Education and Training, Nguyen Kim Son, on August 24 asked localities to try to support parents and students during the pandemic. Schools are also requested not to raise tuition fees during the 2021-2022 school year.
