Under the decision, the supervision will focus on the leadership, direction and organisation of the study, dissemination and implementation of the Resolution of the 14th National Party Congress; the Politburo's Directive No. 01-CT/TW, dated January 23, 2026, on the study, dissemination, and implementation of the Congress Resolution; and the Politburo's Directive No. 46-CT/TW, dated May 16, 2025, on the leadership over the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.

The inspection will also examine the operations of local agencies and units following the implementation of the two-tier local administration model, as well as measures for achieving the average GDP growth target of at least 10% for 2026–2030 as set in the 14th National Party Congress' Resolution.

Another subject to the inspection is the implementation of the Politburo's Resolution No. 57-NQ/TW, dated December 22, 2024, on breakthroughs in science – technology development, innovation, and national digital transformation and related documents.

General Secretary Lam said the inspection aims to evaluate how the Hanoi Party Committee has led and organised the study, dissemination and implementation of the 14th National Party Congress’s Resolution and the Politburo's directives and resolutions specified in the decision. It also looks to identify innovative and effective practices and valuable experiences from the city’s implementation process.

He stressed that the inspection will provide an objective assessment of both achievements and shortcomings in the performance by the Standing Board of the municipal Party Committee.

The Party leader urged Hanoi, as the capital, to report challenges encountered during implementation and propose appropriate solutions and recommendations to the Party Central Committee and relevant agencies to help realise the goals set by the 14th National Party Congress and the 18th municipal Party Congress.

The inspection and supervision will be carried out in line with the approved programme, ensuring practicality and efficiency without affecting normal operations of the Party organisations and units subject to the inspection, he stated.

He asked the Standing Board of the municipal Party Committee and related units to closely coordinate with the delegation, facilitate its work, and provide full and timely documents while arranging appropriate working schedules to help the inspection delegation fulfil its tasks.

At the conference, Secretary of the municipal Party Committee Nguyen Duy Ngoc affirmed that the city will prepare objective and transparent reports on implementation measures and initial results while highlighting innovative initiatives and breakthrough measures for the delegation’s review.
