Party Secretariat disciplines former industry-trade minister

The Party Central Committee’s Secretariat held a meeting in Hanoi on November 2 to discuss disciplinary measures for the Party Delegation to the Ministry of Industry and Trade in the 2011-2016 tenure and its former Secretary Vu Huy Hoang.

Party General Secretary Nguyen Phu Trong presided over the fuction.

Vu Huy Hoang is also former Party Central Committee member and former Minister of Industry and Trade.

Based on the level of violations as well as the Party statutes and regulations, the Secretariat totally agreed to give the disciplinary measure of warning to the Party Delegation to the Ministry of Industry and Trade in 2011-2016, while dismissing Hoang from the position as Secretary of the Party Delegation during the time.

The Secretariat also requested the Party Delegations to the Government and the National Assembly to direct the execution of administrative punishment to Hoang.

According to the conclusions of the Central Committee’s Inspection Commission, the Party Delegation to the Ministry of Industry and Trade was irresponsible and slackened off its leadership and direction, infringing a number of regulations on personnel of the Party and State law.

The Party Delegation also violated its working regulations and did not follow the rules, procedures, and criteria in personnel work, resulting in serious consequences.

It lacked of responsibility and breached legal regulations on verifying and proposing the presentation of the Hero of Labour title to the PetroVietnam Construction Corporation (PVC).

It did not make prompt and regular direction and inspection of units under the ministry, thus causing violations of the Party and State law on the personnel work.

Meanwhile, Vu Huy Hoang personally showed a lack of good example and had self-interested behaviour when receiving and appointing his son Vu Quang Hai as an inspector of the Vietnam National Tobacco Corporation (Vinataba), and allowing him to join the Board of Directors and take the position of Deputy General Director of the Saigon Beer-Alcohol-Beverage Company (Sabeco).

Hoang also violated the Party Central Committee’s regulations on not-to-dos by Party members, the Law on Corruption Prevention and Control, and the Secretariat’s regulations on officials and Party members’ responsibility for showing good examples.

He did not follow the Party and State law on principles, procedures and criteria in personel work while incorrectly directing and implementing the working regulations of the Party Delegation in presenting the Hero of Labour title to the PVC and rewarding the third-class Labour Order to Dang Vu Ngoan, rector of the Ho Chi Minh City University of Food Industry.

He also loosened examination of some of the ministry's units, allowing them to break regulations on personnel recruitment, reception, evaluation, and appointment.

As Secretary of the Party Delegation to the Ministry of Industry and Trade and Minister of Industry and Trade in 2011-2016, Hoang must be responsible for the aforesaid violations and flaws committed by the Party Delegation during the time, as these have caused severe consequences, affected the prestige of the Part, the State, the Ministry of Industry and Trade and he himself, and raised the public concerns.
