Party building: an important factor in strengthening the Party

High on the agenda of on-going 4th plenum of the 12th Party Central Committee is building and strengthening the Party, curbing the degradation of political ideology, morality, lifestyle and signs of “self-evolution” and “self-transformation” within the Party.

Party General Secretary Nguyen Phu Trong told the meeting that the Party leadership is the ultimate factor in ensuring the success of Vietnam’s revolution.

Party building is a vital task for the existence of the Party and the regime.

The 4th plenum will issue a resolution on building and strengthening the Party, curbing the degradation of political ideology, morality, and lifestyle and signs of “self-evolution” and “self-transformation” within the Party.

The 8th, 9th, 10th, and 11th Party Central Committee also underscored the need to curb the degradation of political ideology, morality, and lifestyle among Party members.

An important and regular task for the Communist Party of Vietnam (CPV)

The project on building and strengthening the Party initiated by the 12th Party Central Committee specifies that in order to improve the leadership and fighting spirit, the CPV must regularly renovate and strengthen itself in terms of political ideology, morality, and organization and has already achieved some results. But there remain some shortcomings.

The degradation of political ideology, morality, and lifestyle, red-tape, corruption, waste, and “group interests” among part of Party members have not been prevented or adequately dealt with.

The implementation of Party resolutions on building and strengthening the Party has not met expectations.

The project on building and strengthening the Party mentions the reform of leadership methods, fine tuning the Party’s apparatus, personnel work, identification of arising issues, and proposals to achieve breakthroughs in Party building.

The main issues are improving political and ideological education for cadres and Party members and enhancing discipline, law, publicity, transparency, and democracy in planning, training, evaluating, managing, and appointing people to appropriate positions.

It’s necessary to reinforce unity and consensus within the Party and combat negative phenomena, partiality, factions, and “group interests”.

The public backs the Party’s political determination

The general public, cadres, and Party members believe in the political determination of the Party Central Committee to strengthen, purify, and improve its fighting spirit.

In order to curb the degradation of political ideology, morality, and lifestyle, Associate Professor Doctor Phan Minh Tan, Vice President of the Vietnam Union of Science and Technology Association in Ho Chi Minh City, says power should be under strict control to prevent corruption.

Nguyen Tuc, a member of the Vietnam Fatherland Front, talked about the role of the leaders in fighting corruption. “The heads should fulfill their tasks and keep themselves unblemished. They must publicize their interests.”

The public agrees that Party members should elevate their commitment to fight “self-evolution” and “self-transformation”. It’s necessary to have a mechanism to control abuse of power and depravity.

Professor Doctor Do Quang Hung is Head of the Religious Advisory Council of the Vietnam Fatherland Front. “It’s very difficult to curb “self-evolution” and “self-transformation”.

The Party ensures democracy and doesn’t control the thought of its members but must encourage them to follow the ultimate goals and principles of the Party. Discipline has to be tightened to prevent “self-evolution” and “self-transformation”.

Many opinions say building and strengthening the Party requires a mechanism to control power to combat moral depravity.

Associate Professor, Doctor Nguyen Trong Phuc of the HCM National Academy of Politics said, “Controlling power should be within the Party leadership and the law-governed State. It’s a big issue. The ruling Party should fulfill its monitoring and oversight function. The legislative, executive, and judicial power should be well-managed.”

With the Party’s determination and the people’s support and oversight, Party building work will reach its goals and contribute to Vietnam’s development.
