National Database on Population, ID Card Issuance and Management System inaugurated

PSNews - The Ministry of Public Security (MPS) hosted a ceremony on Feb. 25 to inaugurate the National Database on Population (NDP) and the Citizenship ID Card Issuance and Management System (IDCIM).

The event saw the attendance of Prime Minister (PM) Nguyen Xuan Phuc, Public Security Minister General To Lam, Standing Secretary of the Party Central Committee’s Secretariat Vo Van Thuong, and leaders of the MPS among other delegates.

According to General To Lam, the NDP and IDCIM projects can contribute significantly to building the e-Government, strengthening State management of population and citizenships, and accelerating administrative reforms, as well as create favorable conditions for people and enterprises to participate in socio-economic development.

The NDP and IDCIM will have basic information about all Vietnamese citizens. Based on the information on the two systems, Central agencies and local authorities can develop their own information systems to better manage and use data and information about the population and citizenship. 

The two projects will also help the State agencies simplify administrative procedures for businesses and people.

The NDP is designed to connect and allow other information systems to exploit data on the National Government Service Platform and the National Public Service Portal.

Minister To Lam affirmed that the population database will be regularly updated to ensure that it has correct and sufficient population information.

Meanwhile, the IDCIM system will provide people with ID cards with electronic chips, which store citizens’ information about tax payment, health insurance, driving license. People can use their e-ID cards as official personal papers to perform civil transactions and administrative procedures, as well as to connect online with the e-Government.

At the event, PM Phuc, General To Lam, Mr. Vo Van Thuong and other delegates pressed the button to inaugurate the two systems.

After that, the delegates watched the police of Thien Phien commune (Tien Lu, Hung Yen), Hai Chau district (Da Nang), Giang Vo ward (Ba Dinh, Hanoi), and Tan Phu ward (District 7, Ho Chi Minh City) handle procedures for issuing ID cards to people online.

Speaking at the ceremony, on behalf of the Government, PM Nguyen Xuan Phuc praised the MPS leadership and involved public security agencies and units nationwide for their efforts to complete the NDP and IDCIM projects despite complicated development of the COVID-19 pandemic.

On the occasion, the Prime Minister and leaders of the MPS rewarded and honored units and individuals for their outstanding achievements in completing the two projects. 

* The plan to issue electronic ID cards in the country:

- Phase 1 (from November 1, 2020, to February 27, 2021): Receiving dossiers and granting e-ID cards to officials, civil servants, public employees, and high school students.

- Phase 2 (from February 26, 2021, to April 30, 2021): Receiving dossiers and granting e-ID cards for university students, officers and soldiers of armed forces, workers at industrial zones, and members of religious and socio-professional organizations.

- Phase 3 (from April 30, 2021, to July 1, 2021): Receiving dossiers and granting e-ID cards to the remaining groups of citizens.
