Delivering a report at the session, Chairman of the NA’s National Defense and Security Committee Le Tan Toi revealed that NA deputies gave a number of comments on the bill at the 6th Session of the 15th National Assembly. 

Under the direction of the NA Standing Committee, the drafting agency in coordination with the NA’s relevant agencies have carefully studied the comments and made amendments to the bill.

Regarding regulations on driving under the influence of alcohol, most of the NA deputies have agreed to absolutely ban driving with any detectable alcohol concentration in blood and breath, while some deputies recommended to set a certain limit of alcohol concentration.

Regarding this issue, the NA Standing Committee had thoroughly discussed advantages and limitations of each option in the report on the bill sent to full-time NA deputies as well as provincial NA’s delegations and relevant agencies for comments.

Chairman of the NA’s National Defense and Security Committee Le Tan Toi said that the NA Standing Committee and most of NA deputies agreed with zero percent alcohol content, explaining that the ban aims to protect people’s lives and assets. So he suggested the NA keep this provision in Clause 2, Article 10 of the revised bill.
