NA Committee for National Defense and Security discusses law project on grassroots-level security guards

PSNews – The Committee for National Defense and Security of the National Assembly (NA) on September 7 held a meeting to appraise a law project on grassroots-level security guard force. Mr. Do Ba Ty, NA Vice Chairman attended the event.

At the meeting, delegates agreed that it is necessary to unify all local security protection forces to be a united force in charge of maintaining public order and security at the grassroots level.

Speaking at the event, Major General Nguyen Duy Ngoc, Deputy Minister of Public Security affirmed that the Ministry of Public Security (MPS) will collect all ideas and opinions given at the meeting and complete the draft to soon report it to the Government and then submit it to the NA.

According to Major General Ngoc, the grassroots-level security guard force will be managed and trained by the professional communal police force. People who voluntarily join this force must meet the requirements of heath, credibility and past records.

The MPS has set out seven main tasks for the grassroots-level security guard force. In recent times, the MPS also has finished the project to deploy professional police officers to 100% communes nationwide without increasing the number of the total police officers.

“In order to implement this law, we will continue to use the part-time police officers who used to work at commune police posts and civil security guard groups according to the 2018 Law on Public Security Forces,” Major General Ngoc said.

Speaking at the event, Mr. Do Ba Ty, NA Vice Chairman, said that it is necessary to promulgate the law. However, as the grassroots-level security guard force will consist of civilians, the law should have clear-cut regulations on the force’s functions and operation to avoid creating a new force that will replace or undertake the functions and duties of professional police officers.
