Minister To Lam reports 2 draft laws to NA deputies

PSNews - During the ongoing 8th session of the 14th National Assembly (NA), General To Lam, Member of the Politburo, Minister of Public Security, under the authority of the Prime Minister on October 29 delivered two reports on the drafts of two revised laws.

The first report aims at amending and supplementing Article 3 of the Law on Management and Use of Weapons, Explosives and Supporting Tools while the other discusses amendments and supplements to a number of articles of the Law on Foreigners' Entry into, Exit from, Transit through and Residence in Vietnam.

According to Minister To Lam, the 14th National Assembly passed the Law on the Management and Use of Weapons, Explosives and Supporting Tools at the third session and the law came to effect on July 1, 2018. 

The law has served as a favorable legal basis for relevant agencies, organizations and individuals to strengthen the management and use of weapons, explosives and supporting tools, facilitated the training, task performance and combat readiness maintenance of  the armed forces and other forces, contributing to safeguarding national security, ensuring social order and safety. 

The law has also demonstrated Vietnam's commitment to deals with regional countries and the United Nations on controlling weapons and fighting weapon trafficking.

 Minister To Lam then pointed out a number of limitations in the law that must be revised.

At the group discussion on this Draft Law, NA deputies agreed with the Government's proposals on the amendments and supplements and urged the Drafting Group to revise several provisions of the draft law in order to create a legal basis for relevant forces to prevent and strictly handle acts of weapon manufacturing.

Regarding the Law on Foreigners' Entry into, Exit from, Transit through and Residence in Vietnam, Minister To Lam stated that the law was approved by the 13th National Assembly on June 16, 2014 and took effect from January 1, 2015. However, some provisions of the Law should be amended in accordance with other newly-issued legal documents in order to solve arising issues in the reality.

At the group discussion, NA deputies underlined the need to legalize procedures for e-visa application and issuance as well as for inviting and guaranteeing foreigners’ entry into Vietnam based on the available electronic system, with the aim of providing favorable conditions for foreign organizations, businesses and individuals to enter Vietnam.
