Lawmakers discuss amended law on residence

Within the framework of the 44th Session of the National Assembly (NA) Standing Committee, Mr. Uong Chu Luu, NA Vice Chairman, on April 22 chaired a meeting of the NA deputies to discuss amendments to the Law on Residence.

At the meeting, General To Lam, Politburo Member and Minister of Public Security, briefed the lawmakers on the contents of the draft Law on Residence (amended).

According to Minister To Lam, the amended Law on Residence aims to improve the legal system on residence and create the most favorable conditions for Vietnamese citizens both at home and overseas to live and do business  simplify the administrative procedures on residence registration while enhancing the efficiency of residence management in the current situation.

Regarding the drafting process, the Ministry of Public Security established a Drafting Board and an Editorial Team, including representatives from the Government Office, Ministry of Justice, Ministry of Finance, Ministry of Home Affairs, Ministry of Defense and Ministry of Public Security. 

Since the completion of the draft, it has been posted on the Government Web Portal and the Ministry of Public Security Web Portal for comments and opinions.

Regarding the principal contents of the draft law, Minister of Public Security To Lam said that it will institutionalize two policy groups, which have been approved by the Government. 

The first one suggests managing citizens and their residential information via personal identification numbers on the National Database on Population and the National Database on Residence instead of using household registration books and temporary residence books while the send one aims at simplifying administrative procedures related to registration and management of citizens’ residence.

Furthermore, the NA Standing Committee listened to a report delivered by a representative of the NA Committee on Legal Affairs on results of the appraisal of the draft law.

To conclude the meeting, NA Vice Chairman Uong Chu Luu affirmed that the NA Standing Committee saw the need to promulgate this amended law and agreed to add the draft law to the law-making program in 2020.

Mr. Uong Chu Luu also requested the drafting panel to coordinate with concerned agencies to scrutinize the draft law, ensuring citizen's freedom of residence when the new law takes effect.
