JICA support Vietnam to promote local planning to reduce natural disaster risks

The “Workshop for promoting the implementation of the Sendai Framework ― Local natural disaster risk reduction (DRR) Planning” was jointly organized in Hanoi on March 6 by the Vietnam Disaster Management Authority (VNDMA) under the Ministry of Agriculture and Rural Development (MARD) and the Japan International Cooperation Agency (JICA)’s Vietnam Office.

The event was co-chaired by VNDMA leaders and Kenichiro Tachi -JICA Expert, Advisor for Water Resources Management and Disaster risk reduction (DRR) in MARD.

The workshop, which attracted some 150 participants, targeted staffs in charge of developing local DRR plans of 63 provinces and cities throughout the country, and officials from member ministries of the Central Steering Committee for Natural Disaster Prevention and Control (CSCNDPC).

It aimed at improving the processes and methods to be applied in the DRR planning, through promoting the understanding of the purpose and significance of local DRR planning; announcing supports by VNDMA on local DRR planning including provisional “Guidelines for provincial natural disaster prevention and control planning”; and sharing good practices in Vietnam and other countries, especially in Japan.

In Vietnam, disaster risk reduction is one of the urgent issues to be addressed. The Law on Natural Disaster Prevention and Control requires the local governments at all levels to develop local DRR plans. However, so far, many provinces haven’t developed effective DRR plans, which would contribute to the implementation of optimum countermeasures that are based on appropriate understanding of natural disaster risks.

It is due to lack of budgets and human resources, as well as insufficient understanding of the purposes and significance of local DRR planning, and lack of knowledge and experiences on methods to effectively develop them./.

JICA has been providing supports to Vietnam to enhance its capacity develop DRR plans, through projects such as “Project for Building Disaster Resilient Societies” Phase 1 & 2, from 2009 to 2016”. JICA also commit itself to continue its support to strengthen DRR in Vietnam.
