JICA project supports Vietnam in implementation of the Paris Agreement

The Japan International Cooperation Agency (JICA), the Ministry of Natural Resources and Environment (MONRE), and the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City (HCMC) jointly organize the Final Workshops of the Project on Support the Planning and Implementation of Nationally Appropriate Mitigation Actions (NAMAs) in a Measurement, Reporting and Verification (MRV) Manner (SPI-NAMA), on January 7 in HCMC and on January 9 in Hanoi.

At the national level, MONRE and JICA started SPI-NAMA project in 2015 for strengthening the national management function to promote mitigation policy in Vietnam, in particular for its preparation toward full implementation of the Paris Agreement.

During the cooperation period, the Project supported MONRE’s efforts to develop a decree on the regulation of GHG emission reduction roadmap, as well as conducted a low carbon technology assessment on mitigation options of the nationally determined contribution (NDC), which is a commitment by the Government of Vietnam under the Paris Agreement.

At the local level, HCMC and JICA worked on preparing for updating the city’s Climate Change Action Plan (CCAP) for post 2020 period. Japanese experts provided training to staffs of HCMC’s DONRE for using Asia-Pacific Integrated Model (AIM) to visualize future GHG emission trends in HCMC and identify reduction targets by 2030. Based on the simulation results of the model, HCMC will be able to prioritize their potential mitigation actions for the new CCAP.

“Vietnam, as a member of the global community, is expected to play an important role in implementation of the Paris Agreement. Certainly, the proactive efforts made by the Government of Vietnam and HCMC have shown their clear signal to the world and people in the country that both the central and local governments will take the leadership to enhancing climate actions to realize a low carbon and decarbonizing society with achievement of the Sustainable Development Goals”, said Mr. Hiromichi Murakami, Deputy Director General of Global Environment Department, JICA Headquarters. He expects that experiences and lessons learned from the SPI-NAMA project would help the Government further to strengthen their legal framework to ensure a future paradigm shift toward low carbon economy.
