He recognised the achievements that the centre has made over the years and noted the difficulties that it has faced in infrastructure conditions.

Over the past 41 years, the centre has been degraded seriously, affecting the living conditions of the children as well as working conditions of its staff.

At the visit, Chung assigned the Department of Labour, Invalids and Social Affairs to build and submit a plan to upgrade the centre, while reviewing the number of people with disabilities who are unable to integrate into society, thus working out measures to enable them to be learning necessary skills at the centre.

He asked the department to finalise the plan in the first quarter of 2019, so that the city People’s Committee can submit it to the municipal Party Committee and People’s Council for approval, helping disabled people to access knowledge and skills to integrate into society.

The centre, previously known as an academic and vocational school for dumb and deaf people, was set up on April 10, 1978, aiming to give nursing, rehabilitation services as well as academic and vocational training to disabled children in Hanoi.

Currently, the centre is home to 136 children, mostly dumb, deaf and mentally-disabled children.

According to the Hanoi Department of Labour, Invalids, and Social Affairs, as of January 30, Hanoi has presented over 1.2 million Tet (Lunar New Year) gifts worth 477 billion VND to Vietnam Heroic Mothers, intellectuals, policy beneficiaries, workers, outstanding locals, and poor people in the city.
