According to the resolution, the Executive Board of the Hanoi Municipal Party Committee agreed to develop the investment plan in accordance with the ability to balance resources, meeting the traffic demand for long-term use. The plan should also focus on solutions to connect the area on both sides of the routem, creating favorable conditions for people and production and business activities as well as settle issues related to national defense and security.

The Ring Road No.4 is planned to pass through 14 districts of the localities with a total length of around 98km including Hanoi, Hung Yen, Bac Ninh, Vinh Phuc and Bac Giang. The investment capital need for the entire ring road 4 is about 66,500 billion VND (this cost does not include the cost for the construction of direct overpasses of the planned roads and will be invested and built according to the capital of this project).

The project is expected to not only ease traffic overload, expand development resources, connectivity and trade in goods among localities in the Hanoi Capital Region and the northern key economic region, but also help Hanoi and the provinces gradually perfect transportation systems as planned, making it easier for them to step up socio-economic development in both urban and rural areas, said Secretary of the Hanoi Party Committee Dinh Tien Dung.

Ring Road 4, Hanoi capital area was approved by the Prime Minister a detailed plan 10 years ago (Decision No. 1278 dated July 29, 2011) with the aim of reducing traffic congestion, concretizing the regional plan, linking expressways, radial national highways, connecting satellite towns. The road is scheduled to be completed in 2020 but has not been implemented so far.
