Frankly report about situation related to East Sea and Formusa

“Important issues and problems should be submitted to the National Assembly, we shall not avoid but have to face the problems, exerting various impacts on our nation”, stressed Mrs. Nguyễn Thị Kim Ngân Chairwoman of N.A.

This morning (September 15th), Standing Committee discuss the Second Session of the 14th National Assembly.  Various reports had been delivered to deputies in the proposed program, including ones on the consequences and measures to overcome such environment consequences related to Fomusa incident. It is considered a hot issue drawing serious attentions of deputies.

Regarding the Fomusa incidents, the Committee of Science, Technology and Environment is assigned to watch and supervise their operations and report to the Government, National Assembly and the Standing Committee the National Assembly, said Mr. Phan Xuân Dũng, Chairman of Committee.

“We required Formusa to operate in compliance with appropriate process or otherwise their operation will be blocked.”

According to environment impact assessment, technology innovation requires a huge amount of money, the Committee of Science, Technology and Environment requested Formusa to follow committed process. He wonders whether proposals by his Committee to the Government and the NA should be part of it. Mrs. Ngân affirmed to check this as soon as possible.

Also related to such issue, Mr. Nguyễn Đức Hải, Chairman of Financial and Budgetary Affairs, asked for special reports by the National Assembly. “The people pay much attention to how Formusa make up for the consequences or whether the compensation could help the people overcome their obstacles”, he said.

Accoding to Hải, it is hard for even participants of the Standing Committee to know how such compensation will be used, as a result, they could hardly give the people an answer. “It is better if any official announcement on such problems should be issued soon. There should be a particular assessment on the impacts and measure to settle the consequences or manage investment flows in this area…”

Chairman of Culture, Education, Adolescents and Children Committee Phan Thanh Bình asked for specialized reports by the Government.

Deputy Nguyễn Thanh Hải also hoped such reports should provide detailed information and analyze the situation better than other sources.

Mr. Uông Chu Lưu, N.A Vice Chairman, said reports related to Fomusa should not be part of any other socio-economic reports and should be reported particularly as a socio-economic issue.

Concluding the discussion, Mrs. Ngân noted that the Government should issue full and detailed report on such problem. “This is a problem of great importance that should be delivered to every deputy of the National Assembly, the most powerful organ of the State, representing petitions of the masses”, said the N.A Chairwoman.

Concerning Report on Situation on the East Sea after the Philippines v. China (The South China Sea Arbitration) and Vietnamese stance, most deputies agreed that it is essential to publicize special reports.

There may be issues that can be considered sensitive and require lots of considerations before being out for discussion or just revealed partly. It demonstrates that the N.A is not serving its full responsibility. N.A deputies as well as the people should be fully informed of the situation, stressed Mr. Hà Ngọc Chiến, Chairman of Ethnic Council.

Chairwoman Ngân affirms to propose the Government to conduct specialized reports, including ones on situation on the East Sea after the tribunal, responses of different countries and Vietnam. “We should face the issues, which have bên exerting various impacts on our nation, instead of avoiding them”, stressed Mrs. Ngân.
