The project will be carried out in centrally-run cities and provinces, countries which are home to large communities of Vietnamese people and those with traditional friendly ties with Vietnam.

It aims to update Party guidelines and State laws on Vietnamese seas and islands via the mass media, especially raising the awareness of exploitation, use and maintenance of sea and island environment and resources among coastal population.

Accordingly, 90 percent of history and geography teachers in secondary and high schools, reporters and editors in press outlets and publishing houses, staff members of television and radio stations in communes and districts will be provided with Party guidelines and State laws on Vietnamese seas and islands and trained in communication skills.

All students in schools, colleges and universities will learn about Vietnam’s sea and island sovereignty.

Besides domestic policies and laws, major contents include international laws, bilateral and multilateral cooperation agreements with countries and international organisations regarding seas and islands, historic and legal evidence affirming Vietnam’s sovereignty over Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagoes and the role and potential of Vietnamese seas and islands.

The project also hopes to popularise economic development in seas and islands, especially in oil and gas exploitation and processing, construction of coastal economic, industrial and processing zones in tandem with coastal urban development, environment protection, laws on aquaculture, offshore fishing and fishery logistics, search and rescue and incentives for fishermen, among others.
